Civic Transparency & Public Safety GIS

About Flock Camera Map

flockcamerasmap.com is an independent, non-partisan public records initiative dedicated to mapping, analyzing, and explaining the rapid expansion of automated license plate readers (ALPR) across the United States.

Our Founding Philosophy: Public infrastructure funded by taxpayers or installed across public thoroughfares should be transparent, verifiable, and understandable to every citizen. We do not oppose public safety—we champion transparency, constitutional accountability, and factual geographic data.

Who We Are

We are a multidisciplinary coalition of geographic information system (GIS) analysts, investigative researchers, software engineers, and public policy scholars.

When Atlanta-based Flock Safety and legacy vendors expanded from pilot highway installations into residential suburban neighborhoods, we noticed a critical information void: while police departments and private homeowners associations (HOAs) spent millions leasing cameras, everyday citizens had no unified, public-facing map to understand where these surveillance perimeters existed.

We built flockcamerasmap.com to serve as the definitive, free, and open-access spatial registry for automated vehicle recognition devices nationwide.

Our 4-Stage Data Verification Pipeline

Every point in our 150,071+ camera database passes through rigorous spatial and archival checks:

1OpenStreetMap Ingestion

Continuous synchronization with the global OpenStreetMap (OSM) database, aggregating nodes tagged by civic volunteers under standard surveillance schemas.

2Municipal FOIA & Council Audits

Cross-referencing municipal council meeting minutes, vendor contract approvals, and public records releases to verify contracted camera quantities.

3Satellite & Street-Level Verification

Inspecting roadside poles via high-resolution aerial imagery to verify the physical presence of solar panels, matte black camera heads, and mounting heights.

4Azimuth & Vision Cone Calculation

Calculating calibrated 0°–359° directional heading cones to illustrate which travel lanes and vehicular headings are captured by each unit.

Funding & Financial Independence

To maintain absolute editorial objectivity and non-partisanship, flockcamerasmap.com accepts zero funding from surveillance equipment manufacturers, law enforcement associations, or private political lobbying groups.

Our infrastructure costs—including tile servers, high-performance canvas compute nodes, and database hosting—are supported entirely through non-intrusive programmatic display advertising (such as Google AdSense). This monetization model ensures that:

  • Our tools and databases remain 100% free to the public with zero paywalls.
  • Our research remains independent of outside commercial or governmental influence.
  • Advertisers have zero influence over our mapping datasets, guides, or editorial conclusions.
