Civic Data Transparency Framework

Data Methodology & Spatial Verification

flockcamerasmap.com exists to provide accurate, transparent, and verifiable geographic intelligence regarding automated license plate readers across the United States. Below is our complete methodological framework detailing data collection, verification pipelines, quality assurance standards, and recognized limitations.

1. Primary Data Sources & Collection Pipeline

Our spatial dataset aggregates information from three independent, legally compliant channels:

  • OpenStreetMap (OSM) Surveillance Nodes: Open community contributions from volunteer mappers who physically observe, photograph, and geolocate roadside hardware on public rights-of-way. Nodes tagged with man_made=surveillance and surveillance:type=ALPR form the baseline.
  • Municipal Public Records & City Council Minutes: Public government procurement documents, vendor contracts, and agenda bills released under the Freedom of Information Act (FOIA) and state open records statutes, which outline approved camera installation quantities and street corridors.
  • Direct Citizen Submissions: Reports submitted through our verified submission portal, requiring roadside photographs and exact GPS coordinates before inclusion.

2. Verification & Attribute Tagging

Each camera candidate undergoes automated and manual attribute classification:

  • Manufacturer Identification: Verified by visual hardware indicators (such as Flock Falcon matte black cylinders, small solar panels, or Motorola Vigilant L6Q enclosures). Over 83,000 units are explicitly confirmed as Flock Safety devices.
  • Orientation & Heading: Where reported, camera lens direction is recorded in degrees (0° to 359°) and projected as directional vision vectors along roadway lanes.
  • Operating Jurisdiction: Cross-referenced against municipal police department boundaries, county sheriff jurisdictions, or private HOA property lines.

3. Data Limitations & Ethical Boundaries

To maintain academic integrity and public trust, we explicitly disclose the following limitations:

  • Community-Driven Incompleteness: Because cameras are added as they are physically observed and reported, rural and low-density areas may have active cameras that have not yet been documented.
  • No Access to Private Police Feeds: This website does not possess, intercept, or display private surveillance feeds, driver records, or live tracking data. We map only the physical location of roadside infrastructure visible from public property.
  • Non-Affiliation: flockcamerasmap.com is an independent transparency initiative and is not affiliated with Flock Safety or any government body.
